Bubbles on surface of planted tank

I'm a little worried that I may or may not have a problem. I've got a bunch of little tiny bubbles that formed recently on the surface of my aquarium. I've read that they could be soap, and I hope that's not the case. I've got a plant right in the way of my filter stream and it's kicking it about enough that it's loosened a leaf in the time that I've had it.

The bubbles themselves formed within the past few days; I only just noticed a small mat of them today. I've had fish in there for five or so days now, and they're not labyrinth fish. It could just be that they've helped the cycling of the aquarium enough. They're Black Phantom Tetras if that makes a difference.

I only just heard about pearling, in fact I found out as I was poking around the internet. is it possible for the pearling bubbles to be kicked off the bottom of the leaves due to the current pushing against my plant? Because if that's the case, I think I can breathe a little easier.
 
What are your plants and how's the light supply and fert? You might be on the spot there with the pearling. I have a small planted tank with tetras, and get to see pearling at a fast rate with my elodeas, hornworts and crystalworts, sometimes with vallinerias too. They bubble up so fast that you'd think there's a micro aerator in there.
