i get those to i found that keeping the water level high will reduce their numbers i notice that they love to hang out on a eggcrate divider i like to splash some water on it and let the rd fry eat them up.
 
I have heard these refered to as Protien worms before. I had a substantial problem with them being quite a nusiance a couple of years ago. I have never been able to eradicate them, however a twice a week gravel vac has virtually eliminated them. Over feeding(I am a culprit) really boosts their numbers.
 
These little flies look white in color. They are smaller than the typical fruit fly, about half the size. What do you mean by wiping down everything above the water level? Thanks for all the information!
 
If you look very closely at the water in your tank you will be able to see the larva wriggling around. the larva are about 1/16" in length, skinny and transparent in color. they look like a microscopic worm with a tail that wriggles when they move.

Water change and gravel vacs are the answer, if you look in your filter closely you will likely find quite a number.

I once had aphids in my tank. I submerged all floating plants and took all floating decor out to dry (cork bark). The fish took care of the submerged insects. I took a sponge and mechanically removed any animal on the sides of the glass, spray bar etc. I wiped down everything with a wet sponge, rinsed it out several times in between. I did that daily for a week, then water lettuce and cork bark went back in. It worked for me.

I doubt that these fly larvae live under water. But it doesn't hurt to double-check!!!

Anything winged that can infest your house requires serious attention. I suggest to wipe down everything above the watersurface. Daily. Until they're gone.
