I agree with what is said about the ball valve and regulating the flow. I did the same for my 190g saltwater tank and it is silent now.

yeah i just kinda worry about throttle 1 back and if the main one ever got clogged i would come home and cry , lol i might have to do it cause eventhing else not silent , thanks for your info

I see four pipes there. I'm thinking two are drains and two are pump returns? How about making three drains, one a full syphon, one a throttle (ball valve) and one an emergency. The last one is a pump return and then set up a spray bar for the other pump return?

yeah its the fun pary for sure lol lol , i have 4 pips , 2 of them is over flows and the 3 rd one is 3/4 high in my tank , that one i put in for water changes , all i will have to do is turn a valve and water when drain 1/4 of my tank , my tank is right next to my kitchen sink , so im running the pipe into my kitchen cabnet and will tie it off to my sink drain and then the same pipe i will tap into my water supple right there and use the main pipe for draining and filling my tank just have to flip a few valve and will drain and fill up with out breaking out any hoses , and the 4 th pipe is the return , i only have strait pipe for that right now , but i plan on changing that once i get everthing where i like it ,,, im thinking tee it off 3 times and have it returning in 3 different spots , still thinking on how i will have it return , that part not my problem just over flow ,,
 
How big are the overflows? You shouldn't need a valve to tune the return. Only the amount the pump is pumping into the tank is how much is going to over flow back unless your overflow is not big enough to handle the pump. You might consider making the overflow pipe bigger with a cone on the top. You should not need to slow the water unless you just want to. The only problem I see is the overflow pipe being to small to handle the pump. Then you risk overflowing the tank if the pipe ever slows even more from clogging. I'd rather have more then enough flow to handle the pump.
If you need to slow the return for whatever reason better to adjust the pumps flow then the overflow. Slow the water into the tank is better and safer.

i have 2 2 inch pipes , i block 1 over flow off and had only running with 1 over flow and it ran the same , its not that it cant flow , i went back to both overflows it was just making a loud galping sound every now and then ,
 
Ah that's because air is getting trapped in the pipe as the water is flowing very fast down the pipe. So running 1 overflow doesn't make the gurgling sound. If you slant the pipe slightly allowing the water to flow down it won't trap the air then it wouldn't make the gurgling sound. Or slow the pump down so the water doesn't flow so fast.

running with 1 or both overflows , it make the sound ,, running with 1 , make my water level 1/2 inch higher , but it all works , i dont want to turn down the pump , im little under for turning water over , my pumps is little over 4 times an hour , i should be around 5 times since i have bigger fish
