Building a Flooded City in a Super Tank?

I was hit with a big idea today in that I like to build model train sets and railroad tunnels running though hills and mountains. And then thought about what if I built a large city that was around O scale that was a costal city and was destoryed by run away global warming trigered sea level rise or was drowned when a alien race of killer fish conqured the earth by flooding out all the coastal cities.

So if I ever get the chance to build a giant cement fish tank or cinder block fish tank would it be possible to try to build a possible to build a giant flooded out city and a large system of cement ditches like in the LA River Storm Drain system running though tunnels and canals though out the city imbeded in the cement of the bottom of the tank? Such as I would build the orginal cement bottom of the tank which would act as a sub level of the tank at the deepest point in the tank but the city would be built one to two feet above the deepest point of the fish tank so that it could have a system of O scale model cement diches and overpasses based off of the LA storm drain city. And to add to the wounder of the ruined city I would build a giant underground subway station with a removelbe ceiling on it and two flooded subway tunnels that would allow the giant 40 foot long Goldfish and Bluegills to swim though them to the outside of the subway system.


As for the buildings in the drowned city would cement be a good thing to make their remains out of? Or would I have to use something else that would be better then cement.

Would it be possible that I could build a large drowned model of the Brookland Bridge towers out of formed cement going over the deep end of the super fish tank? Or would cement be a bad idea?" I plan to coat all the cement buildings in pound armor possibly?
 
This doesn't even sound feasible for the average person, much less a billionaire...
 
I remember seeing some of the people here building 2500 gallon and 5000 along with a 50,000 gallon tanks out of cinder blocks or cement in their homes and they where not billion aires. So I should be able to at least pull togetter a 5000 gallon tank which would be a basic set up with a flat cement floor and cement walls with two or three viewing windows looking in at one side.

As for the giant flood city idea if I able to pull off building the giant cement fish tank then why not try to take it one level up and build a flooded out city built on top of a least a section of the giant cement fish tank.

The flooded city would be different then this in that instead of a flat cement bottom the city would be build a top the sub level. or the fish tank would have a deep end and a shallow end with the city being built on the shallow end of the fish tank to give it elevation for the cement ditchs and subway tunnels running under it.
 
I think I will at least have fun drawing up some digarms for this city idea showing the possible depth and layout of the subway tunnels and ditches.
 
Just do it at the proper scale, with a person talented in cement work, seal it all up in the right epoxy and your good.

I agree with aquaculture.

A little ingenuity and some miniature replicas of buidings/ cars/ trams/ crackheads/ trash/ trees/ benches and the works you find in cities and some good epoxy, I dont see what not.

It would look cool on a miniature scale in like a 75gal with 50 tetra swimming through the streets. Its certainly do-able, a serious time investment and it would probably be a serious pain in the ass to clean. Uv steralizer would almost be necessary, but its doable.

Billionaire? This could be done with a couple houndred dollars and some free time.
