building advice needed

You usually put the overflows about 2-3 inches from the top to prevent this problem when the power does go out. thats what ive always done anyways

i had a misshap when the power whent out and flooded my floor so i added a bilge pump and a deep cycle battery and a solar pannel to cure the problem

WOW! thats a heck of a cure...why not just redrill in the correct location? Must be a very ideal set up for you to want to keep it in that configuration after it flooded.
