I'd use a 2 part epoxy as suggested by architecturestudent, my tank is lined with polypropelene and 45mil epdm so theres no direct contact with the water. I built 2 framed tanks as you plan with regular oil paint and they went south pretty quick with rust. If its possible i would also assemble the glass first then silicone the frames on second. Its easy for the frames to deform when your welding and the pieces may not fit and need to be adjusted. Much easier to work from the glass tank being completed first. Make it a little larger than needed aswell. On my second build i made the frames exact size of my acrylic and ended up making a whole new set.
