Cyanoacrylates, aka superglues, fail after long term submersion. They are used in reefs quite a bit, but the corals grow their own footholds before the cyano fails. Epoxy would work, but it would be tricky to get right, you would probably need to use the past formulas. those are the kinds that come in two sticks that you mash together. Just make sure they are mixed well. The plus side of these types is they are usually grey, so they would blend in better with the slate. I would also recomend JB weld. A very strong, easily worked epoxy, and is also grey, although a dark grey. The easiest method is to use silicone, if your worried about strength, use the rocks to create supports, just basic engineering.
