Foot print is more important than gallonage. So I would go with atleast 30" height, 74" length, and height atleast 24" So your looking at around the 300 gallon mark. You will also need a chiller seeing as its a cold water specimen.
Hmmm ... California Stingray (Urobatis halleri) ... 22 inches total length - needs at least a 300 gallon (8' long x 2.5' wide x 2' tall) - although a 360 gallon (8' long x 3' wide x 2' tall) would be better - IMO

In fact these stats are more accurately suited for the smaller Cortez stingray than they are for the California Stingray. The 10 inches is maximum disc width for a Cortez, not it's total length.
The 180 gallon is based on Scott Micheal "Aquarium Sharks & Rays" minimum recommendations for both the Cortez & the Cali stingrays. And as have been stated many times - his recommendations are overly conservative - which actually is a bad thing with sharks or rays.
what size tank is needed for a cortez? the smaller the tank the better. I have a 55 and 75 at them moment, but im sure neither will work. So whatever size is what im gana get
