Found this by accident, and then I remembered coming upon this thread earlier today. Might wanna give it a look.

Look half way down the page and look at the pictures UNDER the artile titled Females in bold. I know it's about Severums, but it looks exactly like what your Gar has. According to that it's a "breeding tube".
 
back on topic. it looks like it could be a protrusion caused by a blockage. just a possibility...

As for this let me repeat again that Chiclets and tetras are not gar... And when looking a Female gar that is spawning it look like this....(For reference)
This may be related and this is one of the reasons age is being brought up but your analogy with ciclids is way off.. Gar do not have "Breeding tubes"...
