I want the person to want to stay and take care of the fish, house, yard...

A good idea. Either tongs or feeding stick. Just make sure to train the eel to respond to whichever you use before you leave.

One of the reasons I don't hand feed is it often hits the tongs first. Thanks to everyone for the help.
