Its still a little small to be certain, but I definately lean towards male. There is the beginnings of color and spotting on the face along with spotting below the lateral line. Also females will usually have very little to no spangling on the fins, unlike the photo. But I've been fooled by small dovii before.
I would say a male. There looks to be a good amount of spotting on some of the unpaired fins and some starting on the body. They can trick you at small sizes though.
