why are you so excited about getting a micropeltes when you move to Canada in 3 years when you can have all the micros you want in the Philippines now? Micros are priced about $.10 locally

I think it would be wiser to buy your micros here and enjoy them now... and when you are in Canada try out other SH which normally we don't get in the Phils...

Canada is not a good place to look for a snakehead. You might be able to get channa micropeltes or channa bleheri from time to time but they are not available every time. Other snakehead species will sometimes shows up in some few LFS, but only carry them in a few number and will get sold out in no time. You'll have to wait for many months or years to get them again. It's best to order them online or know a private fishdealer that can get them to you.

And, if so, with what justification?

ontario restricts all species of snakehead , why - no idea you would need to ask the state officials, most likley they watched fishzilla

you can get snakeheads everywhere wheather their legal or ilegal you just need to know the right people
