Tall wise, yes. I would go no less then 4' high (That's just me, due to the fact that pacu's are high body fish). But a 12'x6' foot print would work.

yah but its not a under ground pond and im only 4'8 so if i make the pond 4 ft deep i wont be able to see the fish lol

What would be the foot print of this 1800gal tank? A 120'x1'x2' tank is still 1800gals.

As for RTC's and oscar's... Regardless if you grow the oscars to 12'', a 2'' RTC will catch up to the oscars in 6 months or less. Expect the RTC to grow to 2' in the first year. Pacu's I have no Idea about there growth rate. But, I'm sure it's fast to.

My Pacus topped 18" inside a year, started at 2".

ya i do know how much a 1800 gallon pond cost my dog is having pups and bicks and cement r not that much were i am from and im probably going to dig 1 ft down so it will be 4 ft and and i can still see into it k
