can i use a sump as a holding tank for baby rays?

Im going to have to go with fish dogs idea. the sump idea is too complicated with a drip system.

do i need to add an airstone also?

I do but you do not need to. I actually have a small air tube that runs off my return from my pump that allows water to run into the enclosure. On the pent house with the egg crate I do nothing special because the water flows through it. With the floating tub it does have holes in it but I add a little circulation to make sure the water stays clean.
