Can Silver Arowana survive a 2 week without water change?

He will be fine for two weeks. Fish can go weeks without eating, so don't feed him as much.

Perform 50% two days before you go and a 25% before you go and you'll be okay. To be honest with you I know people who keep arowana who don't do water changes regularly every 3 months.... Lol

Green water in and of itself is not harmful. It's just floating algae, it won't hurt your fish and it should go away after a bunch of big water changes. It just means there were a lot of nutrients available.

If you have a canister some have a part for a UV steriliser that can eliminate algae.
Green water would be normal anyways

For green water, you can use a UV steralizer, as another member pointed out. It will kill any free-floating algae.

I did not turn any of my aquarium lights and its far from windows.
