Can somebody lay out a basic way to setup a sw tank?

Well a friend of mine is setting up a tank and he has all of the filters salt water and sand in...Now he wants to know where he should go from there? Liverock, fish, livesand, ect. If somebody could just kind of lay out a timeline type thing for me that would be great. Like first water wait so and so long, next sand wait so long, ect. Thanks a ton guys.
