Man ! with 10.4 out of the tap, I'd set up a Tang. tank and use a little peat in a filter to bring it down a touch.

I also do not know what a "Tang" is

Does the RO/DI system reduce the pH level? I seem to be a little confused....maybe i should do some research. I read on a site that

"RO water can be used for marine and reef tanks as the salt mix provides all the essential minerals and salts needed. Straight RO water is not acceptable for freshwater as it lacks essential minerals and salts. You must learn how to adjust the water chemistry if you use RO water for freshwater tanks."

"Tang" is short for Tanganyikan, which is the lake the fish come from.

With my R/O filter it lowers my tap pH from 7.6/8 to 6.4/6. I'm not sure what brand I have(I'll see if I can find) but I did purchase off of E-bay

What happens if I put 6.5 ph water into the 7.8 ph water, does this have the same effect, or is it different because the ph is lower....?

That would be fine. If you take some of your tap water and let it gas off, then test it again, I think you will find isn't near as high as you think. Some water needs to gas off a bit before you can use it.

That should be fine.
The resulting pH will be somewhere between to 2 readings and actually closer to neutral. It's extremes of pH that causes problems. A stable pH is more important that having it exacly right, most fish can handle a pH of 6-8. Of course some prefer the 6 end (Plecos and clown loaches) and others prefer the 8 end (African cichlids).
