looks like a form of maidens hair or a sea grass is it on live rock or by itself?

When I saw it at the store I thought it was a rock, it's just a firm but mushy ball.

sounds like a turf algae of some sort not sure exact species still doing some research on it for u how does the plant feel when you touch it ( e.g. Stringy, brittle, hard, etc...) ?

algae I think, but in FW i'd be a java moss ball... or perhaps you have a dead java moss ball in your SW aquaria...

The entire thing can be summed up like so, Brillo Pad. Mushy but firm and the fronds are fairly stiff but not brittle.
