Can spiney eels and dwarf puffer live in harmoney?

How big is the tank? How big is the eel and puffer?

You *might* be able to get by with it depending on the puffer, (the peapod puffer I've had with a smaller fire eel with out problems) but the eel may also eat it if it's larger. I would take caution with this combination, but if you do it make sure there is seperate areas for each, and keep them both well fed.
 
I used to have dwarf puffers (Carinotetraodon travancoricushttp://www.zoopet.com/fiskar/fisk.php?NR=1247&SOK=1) together with my fire eel. Wasn't a problem since dwarf puffers are the least aggressive of the puffers. The only thing you will have to worry about is that puffers are poisonous. But if the eel is small and unable to eat the puffers then it's not that much of a problem. Having a heavily planted tank helps too since it will reduce the aggressiveness of the puffers.
 
I have a young peacock eel in my 55 gallon. he hides in the gravel for a weeks at a time (at least during the day). He did nip at the fins of my Ghost knife that is the same size of him about 3in so they will scrap if the have to. I think that if they get past the first couple of days they should be fine. Do you have a sand bottom in your tank? that would help the eel to protect its self during the day. good luck
