Can stunted catfish recover?

Here is a photo, the only things I see are warped fins like in the photo and he has broken barbels are these signs of stunting?

Should be ok with no visible signs of the stunting, if hasn't been in that small tank too long like the guys mentioned earlier. I don't see any other grotesque abnormalities in overall body shape. It will be irreversible if it starts or has a malformed body or body parts. I've seen sturgeon and sharks that have broken/ permanently mis-shapen pectoral fins on their right side from swimming counter clockwise in a tank non-stop for years and years. As long as the body doesn't have musculoskeletal abnormalities it will be normal and look/act the same.,IM humble O. Thankfully RTC don't swim continuously.
