Can water sit with no filteration?

It is not a good idea to leave stagnant water sitting for that amount of time. You could always decorate it with the non living decor (gravel, rocks, etc) and fill it up when it gets closer to when you are ready to get it running. Or you could set it up, with filters and everything, and just let it run. By the time you are ready to add fish, the tank will be cycled and ready to go.

exactly, it will just be inside--not outside
imagine leaving a big drum outside full of water...you will have free bloodworms for life....Just because stagnant water is a breeding ground for bacteria//mosquitoes ..

it needs some type of flow or break in the calmness of the water.
 
Stagnant water is awesome. I breed and maintain scuds, hydra, ostracods and more in stagnant water. Afterward, you'd have to run those filters for a few days and do some good scrubbing with water changes before it would be a welcoming place for vertebrates. But in the meantime you could do dragonfly larvae and all sorts of invert preds in that thing. Plant heavily, do water changes with mesh over your siphon and you've got a macro-biological fun house. Bugs ahoy!
