If you're not trolling, and honestly think you could keep an Oscar in a 10 gallon tank, then you're either talking about a baby Oscar, or you played animal crossings way too much when you were younger.
I suspect troll, but if not, then the answer to your question is no. For the first 3-4 inches, you can keep an Oscar in a 19 gallon, as long as it has a larger tank to move to once it gets larger (55+ gallons).
I do this rule for my fish, and it seems to work pretty well for small- medium fish. 1-3 inches = 1 gallon per inch. 4-7 inches = 5 gallons per inch, and 8+ inches = 10 gallons per inch.
This is for optimal fish growth/ happiness. You'll notice an Oscar will swim much more in a 120 gallon than in a 55 gallon when it's 12 inches. And a jag will be much happier in a 180 gallon than a 120 gallon at 18 inches.
Of course, an Oscar in a 120 alone would easily accept other fish, like a Jack Dempsey or other fish that get roughly the same size.
