Aquarium adventure has a similar setup for there koi during the summer. But it is more of a small open top stacked on a bigger open top playwood tank. nothing really to special.
 
When it gets time to build, remember, you need to access the filter area.

The waterfall idea is totally do-able; dump filtered water into the top, overflow to the bottom; then to the filter.
 
niiice! couldnt put any jumpers in there though.. id put a fountain in the top that shoots water about 10 feet in the air and some colored lights. oh and youd have to put it outside so the neighbors could be in total awe.

you could do a lightshow once a week and charge the neighborhood to come see it..

Like the design - if I'm not mistaken, hasn't someone done something similar (on a smaller scale) with pumps, which allows his cichlids to swim freely between the pond at the bottom & the main tank (will go looking for a link)....
