I was wondering if its possible to use the pulp from juicer for fish food kinda like a treat? What adverse affects if any do you think there would be?

Well, considering its still food, im not sure what adverse effect it could have. If you had a vegetarian fish that would accept such foods, i cant see the harm. The nutrients might have been squeezed out though. I guess it still would be roughage.

A friend of mine used to do this, but it was hugely hit or miss whether the fish would eat the pulp. Some fish would refuse it 100% of the time, while others would eat it some days and not others.

As for adverse effects, he never noticed any, but that doesn't mean there aren't. But I would agree with redearsunfish, that I don't know why it would have adverse effects.
