captive bred sharks

louisiana. I knew that we have laws restricted primates, bears, big cats, venomous snakes, certain monitor lizards, and certain predatory species of fish. apparently sharks fall under the certain species of fish. and yet it is legal for me to own a sting ray.

Is that a small electric ray?
 
I am hoping to start breeding the gray banded bamboo shark this summer.

Great specie as it should be easy to breed, and they stay super small, which is why I dont understand why there arent more of them in captivity.

Someday my dream is to breed the small blacktips. :D
