Word. You can tell it's a beaded by it's color and long tail. And it's not as stubby as a Gila.

Nice beaded lizard -

Its definitely a lizard and its definitely venomous - to answer the how question;

they have a simple venom delivery system (which is quite ancient when compared to snake delivery systems) incorporating grooved teeth in the lower jaw and venom glands on the lower jaw - venom is delivered by chewing - don't get bitten by one they are worse than a pit bull to get off (no personal experience of being bitten before you ask) !!!

Those who breed them can come up with some pretty nice colors.I would like to have one some day but they are pretty costly.
