That is cyanobacteria, often called blue-green algae and you will want to remove it from your tank. Try siphoning it off both the gravel and glass.

Yup that is exactly what that is. Gravel vac it and increase flow in that area. That may help remove it/keep it gone. The other way is with antibacterial meds. They make a product called chemiclean that is specifically for cyanobacteria.

Oh wow thanks for that info I had no idea this was harmful. Is this different than algae, as I thought algae was not harmful.

High silicates / high phosphates in the water or lack of flow is usually the cause of cynobacteria in a tank... so best bet is to find the root cause and tackle it that way or it will keep coming back...
