As mentioned by Mn Rebel,the Israeli carp sold for catfish bait in a lot of bait shops are the best bet for ease of obtaining a fish the size your after.However,I don't expect that you'll have an easy time finding them as big catfishing,in particular flathead catfishing isn't really all that popular in your state.Phone around,you might
get lucky and find some.You could also try to locate some small,shallow canals,ditches or ponds located close to streams and rivers.
A lot of times these sort of places are filled
with small carp.
