First, how long have they been doing this? If recent has anything in the house(people, other animals, schedules) changed. Have you looked into the possibility of UTI. They could be mad at you if you made a change they didn't like and are acting up.
 
That is strange. Cats won't generally mark or pee that close to their water or food.

What kind of kitty litter do you use? Maybe they don't like it so they're peeing elseware (or sometimes for multiple cats you need 2 boxes rather than one, so if you only have one you may wanna rectify that). Are you using tapwater? Maybe there's something about it they don't like so they're trying to tell you. Are you sure it's both the cats doing it or just the one? One of them may have a health issue or something (such as a UTI mentioned above).

I can't think of much else, I haven't encountered that particular issue before.
