Most ictalurids do, and relatively easily, but I can't speak from personal experience for this species.

Hard to tell from the photo but with the white bottom whiskers it looks like the flat bullhead, Ameiurus Platycephalus but could easily be a catminnow, Noturus Flavus.

i think it more looks like a madtom because of the ditch in the head unlike most bullhead species

I'd say it's either a madtom or a baby flathead cat. Either way it should be fed with foods that will sink and have a lil bit of a smell to it. Most catfish don't target food by sight, most target food by sense of smell and taste.
