i would go with a "meg irwini" max out at 22in but is very slow growing and it's a great clean up fish very small mouth!

Synonym for Megalodoras uranoscopus. Standard length is 28", a little big but still a good choice.

A smaller doradidae is the Striped Raphael.

There are others that meet your size requirement more closely, but you won't find them in a fish store.
 
Thanks for all the ideas guys. I already have a common pleco about 16-17". I might go with a sun cat, thought about that in the past. Not overly attached to the cons, but they do provide free feeders pretty regular.
