Technically, it can be; I am not well-read on Washington's fishing laws. In some states and provinces, you are only allow to use a line and lure/bait with certain fish or with gamefishes.

Yeah this is true... it would actually be Illegal to catch them with your hands...
Only a few states allow catching fish with your hands and in this case it would be what is called "noodling"...This is only really legal for catfish in some states. Oddball I think has some Noodling info up from a recent excursion of his for Flathead and Blue cats....

I do it for Hellbenders and Mudpuppies under permit but yeah I'd really like to try it for Flatheads some day...More or less just to do it..Sounds like it is quite a fun time...
 
noodling is pretty fun, but it can be just as boring as regular fishing when you aren't getting anything.

actually give me a rod and reel and a 10lb channel any day, u can have all those flaties for noodling lol
