no it doesnt apply to all turtles sold in the US. Its a huge gray area in between. I am hearing of so many people selling baby sliders saying its for educational purposes and the authorities can't do diddly about it.

Plus Florida herp laws are so gray too.

in Michigan we cannot own sliders without CITES. And I heard that detroit outright banned possession of any reptiles even natives. That shows how screwed up the laws are right now on state and federal level. I do not own turtles or care about owning turtles myself. I think they're cool looking guys but it takes special people to own them for lifetime.

I also was under the impression that it applied mostly to US native turtles and turtles commonly sold as pets but I didn't see this turtle as being common in the pet trade and he bred the turtle so that also does not apply either in this case?

Exceptions to the ban under 21 CFR 1240.62 permit sales of turtles and turtle eggs for use in bona fide scientific, educational, or exhibitional purposes other than as pets and of marine (ocean) turtles. Other exceptions to the ban are the sale of turtles and turtle eggs not in connection with a business (e.g., limited sales between turtle fanciers have been permitted) or that are intended only for export.

THIS is an admission that FDA knows how screwed up the federal/state/city is about this issue.
FDA will respond to consumer and state and local government complaints. If illegal turtles are encountered during the course of regular FDA activities appropriate action should be taken. If illegal pet turtles are found in distribution channels, the following are recommended:
1. Determine whether the State or local government has regulations controlling turtles. If so, they should be encouraged to assume primary responsibility and report the source or subsequent distribution of the turtles outside their jurisdiction to FDA for appropriate followup. If a State or local government is unable or unwilling to take appropriate action, FDA will assume primary responsibility for the investigation.

Its confusing in my opinion.
