Can finrot temporarily stunt growth? Because My black bullhead catfish was smaller than my channel catfish when I first caught them and now the bullhead is bigger
 
No, it doesn't. Stress however can inhibit their growth rate.
 
it died, all of its fins deteriorated down to the flesh and then my bull head tried to eat it but couldn't and in the process the channels left eyeball was ripped out and most of the skin on its head was ripped off his tail fin was completely gone, and it died.:(
 
Oh no! I'm sorry. I would try to increase your water changes if I were you. Just because the other fish haven't gotten it yet doesn't mean they won't. The problem you had is evidence that something is wrong with your water. For reference, I do weekly water changes of about 40-50%. Plus you have to take into account that you have a small tank and catfish tend to produce a lot of waste.
 
It will eventual be going into either a 55 gallon or 75 gallon natives tank porbably soon after christmas. the bullhead is still small.
 
The catfishes of the bullhead group are very agressive, grow much faster, and are just plain ole more onrey. I have a 55 with a chanel cat and a white bullhead. The bullhead rules the roost. Be careful with the bullhead, they grow fast and will very soon, if not now, need a larger tank.
BTW, I am a natives fanatic, if you ever have any questions, I've kept many species of cats, minnows and centrarchids.
