Yes even if it is already present in that area you shouldnt release it into the waters. Its illegal to release any unwanted pets into the wild. They can introduce foreign diseases and parasites to the current wildlife. Its the same reason why you cant transfer fish from different bodies of water. I know that in alaska it is prohibited for sport fishers to even wear absorbent shoes in fear that people will transfer invaseive species lol.
 
like most cats they have a good to fast growth rate and can get bigger than 30" but in captivity or rather in a tank it probably will max out at 30". In big pond it has the potential to reach a bigger size. great scavengers and are not picky ... basically it's a catfish and majority of the care and feeding is the same.
