I have found that the only problem with play sand is that it is pretty fine. The fish will likley stir the sand up and if you have a canister filter over time the sand will wreak havoc on the impeller. I use a mix of pool filter sand and fine gravel in my breeder tanks and it works fine

Considering that he lives in southern California, there are probably about 8 pool supply stores within a few miles.
