Argeed. Don't even think of taking them off his hands. Get the tank and run. I know the state guys down there very well. They love busting people with them. It's more of a problem in that state than most realize. When I worked in Dallas, they used to contact us all the time with them after taking them from private parties since we had the proper permits to house them.

As soon as you have them in your control, you are illegal. They could go after you and the guy you got them from.

It good to hear that Texas' finest are going after the hard criminals such as fish owners instead of wasting their time on drug dealers and the like.
