hello i was trying to figure out what type of filter would be the easiest, and cheapest to maintain. and also keep the water crystal clear. i don't minding having to make it myself.

Go with a sump or a wet/dry. They can be made fairly easy and work really well.

a sump/wet dry/ pump x2

I have always been weary of overflow boxes on un-drilled tanks. Seems like a lot can go wrong.
Anyone have any experience with them?

For me, it would depend on the size of the tank. Less than 55 gallons, you could look at one of the aqua clear filters. They work very well and are really cheap.

75 gallon or more, you won't beat a sump for price.

For Ease of use i think Canisters are the easiest.

I use this canister on my 75G. For $130 it has 3 stages and a UV light integrated [alone UV lights are $75].

Mine came with tube not that hard pipe that screws together shown in this pic.

so whats a sump?

Blasphemy, lol only kidding.

Its a container of water that your tank drains into, then the water is pump from that container back to your tank. very cheap and low maintenance

What size tank are we talking?

You can get two Emperor 400's for about what a decent pump alone would cost you.

That Reaction Canister is built by Sunsun, on Ebay for $79.
