International wouldn't go over well because of all of the live animal regulations for transport over borders. And on my prior comment, they come on a commercial airline, but are big checked foam boxes (like 40 of them)

I have brought fish I caught home in my luggage just fine Checked and they all made it no problems

You should call the airlines. I know vendors ship fishes airport to airport without any problems. I recieved some fishes this way. The packages went into a domestic commuter flight in the luggage area.
