Prime works by chemically reacting with the stray chlorine. The main ingredient is sodium thiosulphate which is relatively harmless to fish. When this is mixed with chlorine it magically makes sodium chloride (common salt) and some other relatively harmless stuff.
So the chlorine is not removed, it's turned into salt, and because the actual amount of chlorine is so small, who cares.
Whether you actually need to treat your tap water depends on where it comes from and how it's treated. If your water company uses Chloramine then you basically MUST use it. The chloramine doesn't dissapate quickly like free chlorine does. Also if the original water supply is dirty then some chloramine may form in the treatment process by the normal chlorine.
So if you dont KNOW, treat the water with Prime or something similar, even if it's not actually needed, it will do no harm.
