Chlorine in in the tank...help

i know a ray keeper that does not use dechlor - he does water changes straight from the mains supply - he has 14 rays been keeping them for 7 yrs and has recently had a litter of 8 leo's. we have low chlorine content in our local supply therefore i hardly ever use dechlor myself. might be worth checking with your supplier?
 
You really shouldn't be using RO/DI water for your aquarium. Unless you're regularly adding trace minerals back into the water. RO/DI water is really bad for fish. That's why the salt water guys that use it by the bottles of trace minerals and add back to the water.
 
I am going to replace the carbon tomorrow.

I do water changes with tap water which adds a decent amount minerals back into the water every week. What minerals would i need to add back into the tank?

The 24/7 water change has been the only way ive been able to get my nitrates down. Before this i was doing 50% water changes a week with nitrates still at 80ppm.
