In his defense I only declorinate a tank that is setup straight away without cycling, as in the case of a move.

definitely use either prime, or chloram x. I thought i read somewhere that stress coat doesnt ultimately help with chlorine or chloramine. Also personally i try not to do water changes when its raining outside, as i feel they either had more chloramine or there is way more runoff.
My local water authority is my source (Loudoun County). I called a few months ago to get the specifics on the water supplied to my house.PrecisionAquatics;4564826; said:
Pharoah is correct. Here in Fairfax county, VA, the water authority switched a few years ago without warning, and almost ALL our fish died. Same for neighbors' fishes. Shortly AFTERWARD, the county sent a letter informing residents of their change from just chlorine to chloramine (both chlorine & ammonia). Oops! Too late. Nowadays the county sends announcement letters beforehand, fwiw.
Since that kill-fest, I've learned to test EVERY tub of treated tap water before any fish get it. And it does change with seasons, as the county warned. I use Kordon's Amquel Plus to remove the ammonia, and it takes 5x the dose printed on label. Wow! And after that dosage, chlorine is gone too.
Bottom line: TEST your tap water, every time.

I lived in Fairfax county (Centreville) until about a year ago, and also found that to be true there. Now I'm just about 7 miles west.
