Cloudy Tank... HELP!

So, I have a 20g Long with an undergravel filter and a TetraTech PF300.
I clean it and do a 20-30% water change about every 3 days (sometimes more sometimes less depending on how dirty it is)
I feed Hikari Pellets, Frozen Blood Worms, and Frozen Beef heart
My tank used to be crystal clear all the time, but now its very cloudy.
Can someone help me?

Oh, and yes I know the oscars are too big for the tank... I'm in a dorm room right now, and they will be going to a 45g soon, and an even bigger tank by the end of the summer, so please no comments about that.

I have to say something...oscar are to great of fish to not say anything. Thats cruel and honestly they will be too big for a 45 in no time so that doesnt make it any better.
 
I know oscars are great fish, it's why I have them... and i didn't mean to keep them in this tank... I tried to sneak the 45 into my college dorm, got caught, so now they are watching me... I also said they would be in a bigger than 45 by the end of the summer, meaning they would only be in the 45 for about two months. You have no idea how horrible I feel keeping them in a 20, but It's better than not knowing and sticking them in a 10 until they outgrow it and die. These fish are healthy, I do every possible thing I can for them to make up for how horrible I feel about keeping them in a 20. THAT is why I asked for no comments on the subject. I already feel horrible, and that's why I'm asking for help with the tank cause I went it to be the BEST POSSIBLE for my babies until I can get them into better conditions.
 
The lights on for ~8 hours a day, depending on the day... sometimes more, sometimes less.
I take my water to the lfs cause im a poor college student and the lfs does testing for free and a week ago (tank was cloudy then too) I was told everything was perfect.
The area tap water leans towards the hard side, but I've been told it's ok for my fish.
 
No, I actually got it from a friend, it's been in tanks for years. I noticed that it would discolor the water a bit, but they never made it cloudy before... The wood was probably in there for about 3-4 months before the water became cloudy
 
The pleco cleans up all the left over food real quick... I swear he eats better than the rest of the tank... haha. So yes all the food gets eatten. They get fed 3-4 small meals a day. Though the beef heart seems to have some really small particles that nothings going to eat, but I feed my 10g grow out beef heart and that tank isn't cloudy...
I didn't think the little particles would be enough to make the tank this cloudy... specially since it doesnt clear up if I don't feed them for awhile
