Umm do not do a 100% water change, that is ridiculous. I had the same problem and I just had a HOB filter. I would invest in a canister if you can (or a UV sterilizer) and throw a couple of the fluval polishing pads in there. Change them every couple days until the water is clear. Worked for me anyways. I would even say never do more than a 30% water change, 50% is too much!
 
If your talking about the UV you would put it on the return line only if you have a canister filter, reason being is for the filter to catch all the crap, with means the UV not getting dirty as quick. Or you can get a in tank UV sterilizer.
 
right now im running a emperor 280 and im going to get another one in about two weeks but i doubt its the filer because the water was milky literally from the moment i filled it up so i don't think its a bacterial bloom and the fish don't seem bothered by it as for a UV sterilizer kinda out of my budget
