Cloudy Water Need Help!:(

Stability or other water clearers won't help much. The reason is your tank is in cycling process and cloudy water with the parameters you gave generally is a result of bacterial bloom etc. Do small water changes, decrease the lights-on period and if there is no very sensitive type fishes add aquarium salt (maybe 1 table spoon for 10gal.) and wait. After bacterial population > consumable feed for them, cloud will go.
 
I feel ur cloudiness pains. Yesturday I added a 2nd fx5 full of biological media, had first one for awhile, got more critters need more filtration! ;) my water is all cloudy too. Looks horrible. I cheat and get some drops and it makes it look great. Won't help w/ anything else. It's a temp fix, but to my knowledge it doesn't hurt anyone or anything, makes my tank look good, and its nice and cheap :D. It's called Acurel F. It says add it everyday, but I just do it once and then my filter takes over and keeps it crystal. But! Water changes never hurt! Good luck on clearning up ur tank!
