Cloudy water on new tank

If it is bacterial bloom, throw some old filter media into the tank and it will clear up quickly. If you don't have another established tank with old filter media, try to get it from a LFS.
 
substrate is new.....
Probably fine particles from the substrate floating around and even clinging onto the glasses. Just keep running the filter and doing water changes and eventually these fine particles will work itself out of the water via water changes and filtration

sounds like a new tank, I would rinse out the media/filters to get particulates out. and then start the cycling process if you do not have live media. tank will get cloudy at first from the bacteria bloom from the ammonia, this is normal, after a week or 2 this clears. takes 6 to 8 weeks to cycle a tank from scratch. wither you use pure ammonia or fish in, or my fav raw shrimp tails. with fish in you will need to be up on water changes, with the other methods not. just let it run, add ammonia to 2 ppm tops and add it as needed, with the shrimp tales just add and walk away. tank/filters do the rest.
 
I would try to get my hands on seeded media if i were you.

like I said earlier, it ain't bacteria bloom as it was new tank, new water, new substrate with no fish...anyways I had to drain the tank as the stand had a problem. I added water again and still I get cloudy water, I added a 1 micron filter to see if can get it out of the water as the poly flll filter seems to ineffective.
