I suspect your co2 levels are set too high. When MTS go to the top, that means the o2 levels are falling to dangerous levels. Watch your discus, they are probably gasping as well.
I know I have high co2 in my well water,the plants practically fizz right after waterchanges,and sometimes all the snails crawl out of the sand.That is what you are seeing.I dont do co2 but I know monitoring ph is one of the ways they keep tabs on the co2
I had a planted tank infested with these snails for about a year. I got 4 small clown loaches, and for three months they didnt eat anything but the snails. So, yeah CL's will def keep the snail pop. in check.

The plants aren't pearling because of your water having co2, they are pearling because that is what happens when they get a large boost of all the micro-nutrients. Adding the water itself actually will gas off the co2.
The only way to really get an accurate read of co2 is a drop checker. You can however see what your co2 levels are like using KH an pH. The change in pH over the course of the day will drop to a low point, which when combined with the KH reading will give you an approximate co2 level.
