CO2 system help

i have my ADA co2 system set up, but when the co2 comes out of the diffuser.. the co2 goes right to the surface... is this correct? Isit effective?
 
I have not used ADA before but that is what most of them do. The job of the diffuser is to mix it within the water as much as possible. Even the best equipment is not 100% effective. What I like to do is have a power head above the diffuser, so that the bubbles get sucked into the power head and chewed up more and then sprayed down to the bottom level of the tank as mini micro bubbles. I have no proof but from the looks of it this has to be more effective then just letting the bubbles go right to the surface and escape.

the best diffusion is natural diffusion. try using pvc..i'll post pictures of my diffuser later on. but basically i have a small pump constantly pushing the co2 down the pvc pipe. the naturally diffused co2 you wont see, but it gets pumped back into the tank. there are no bubbles coming out of the outflow...
