Yes my tank is a few months old, and I have to change water a 1/4 tank at a time and as our chlorine level in our water is very high and I have to put double the dosage recommended in my anti chlorine.

do you have room for an aged water barrel? That would help with the chlorine issue. Also a 25% water change per week is the bare minimum for a bio load like that, in my opinion.
the barrell will not help if it is chloramine, so be sure to check and see which they are using.
