Congicus came down with fin rot

I'm not sure but why is he just laying there upside down?
He has swimming issues right now. His stomach has a big bulge and the only rotting area is the anal fins. I didn't see any tank mate being eaten
 
Fin rot is typically a side affect of some other issue with the fish. Its immune system is weakened and it becomes vulnerable to infection a healthy fish can usually fight off. I'm not convince what you got there is fin rot.
 
That doesn't look like fin rot...looks like a lot of broken blood vessels. I've seen that happen when the water is foul or way too acidic.

If you left the filter off for a day, a lot of the bacteria in there probably died so put in some live bacteria so your tank can cycle again.

If the bichir is upside down or on it's side, it is probably dust.

Salt is not going to help you, but another huge water change might.
 
The congicus is laying upright today resting. he still cannot swim upright so its probably still very weak. i did a 25% water change last night then dosed the tank with salt and two tablets of jungle fungus clear. I turned off the UV whenever I medicate my tank. I am keeping my finger crossed and hope he pulls through.
 
I don't think fin rot is the main issue, looks like a bacterial infection with the blood under the scales. Septecimia? Wish I could be more help but I believe antibiotics are needed. PM Guppy if he is still around

I was thinking it could be septecimia too. I did another WC last night and he seem to be still going strong. Mayb there is hope.
